Men's Health had an average combined circulation of 213,393 in the period July to December 2013, according to the figures. Digital editions made up 10,340 of the total, while print accounted for the rest.
However, Men's Heath's digital circulation actually declined by double digits over the period.
Its combined circulation was well clear of the magazine in second place, Condé Nast's GQ magazine, which recorded a combined circulation of 127,040.
However, GQ's digital edition recorded the highest circulation of any men's publication, at 12,173.
ShortList Media's free ShortList magazine was the top title by print circulation, with its number of copies edging up 0.6% year on year to 534,692 per issue. Shortlist does not have a digital edition which is submitted for ABC auditing.
Darren Singh, the publisher of Shortlist, said the publication's "continued growth" was "proof that the right magazine, with the right distribution, can still reach a quality audience".
In terms of print-only titles, ShortList was followed by rival free publication Sport, which also remained stable, with a 0.6% year-on-year circulation increase to a circulation of 304,184 copies per print issue.
The print figures were less cheering for paid-for men's magazines, which all reported print circulation declines, with the exception of How it Works magazine. Bucking the downward trend, the five-year-old magazine enjoyed a print circulation rise of 11.8% year on year to 39,270.
The lads' mags Zoo and Nuts both dropped a third of their print circulations.
The digital editions of men's magazines recorded mixed results, with Immediate Media's science and technology title BBC Focus standing out with impressive digital growth of 43.5%year on year.
Condé Nast's Wired saw a healthy digital increase of 18.1 per cent year on year but Esquire posted a double-digit fall in digital circulation.
